Los Angeles’s aging infrastructure has been subject to neglect, inefficient funding, poor planning, and a lack of leadership, straining the city's ability to address the needs of nearly 4 million residents. With a chaotic annual budgeting cycle and ballooning budget deficits, comprehensively addressing infrastructure needs is all but impossible.
In October 2024, Mayor Karen Bass put forth Executive Directive #9 (ED #9), setting the stage for the City of LA to develop its first-ever Capital Improvement Plan (CIP) -- a comprehensive plan for building and investing in LA’s streets, sidewalks, parks, and public spaces in ways that would equitably serve communities across the city.
The CIP represents an opportunity to not only revitalize the city through desired outcomes, but invest in long-term projects that keep people safe and save the city time and money in the future. To leave a lasting legacy of state-of-the-practice infrastructure, we need to be planning for it now.
Therefore, LA Forward Institute community members have been holding meetings with city officials & community members and laying the groundwork for an active summer of CIP organizing. The purpose of the CIP working group is to:
Ensure that the perspectives and experiences of everyday Angelenos inform the City's CIP.
Advocate for clarity, transparency, and accountability in the City’s development and execution of the CIP; and
Build an ecosystem of support of residents, community leaders, and elected officials for community-driven priorities in the CIP.
Dig in with our community members to find out more about the CIP process and how YOU can play a role in its creation, ensuring as many voices as possible influence the design of a city we can all live, work, and play in.
